Scholarships for Brazilian and International Students in Brazil

To support the growth and development of the Higher Education in Brazil, the federal government has invested public funds in two programmes-
  • Financing for Higher Education Students- FIES
  • University for All Programmes- PROUNI

FIES- Fund for Student Financing of Higher Education (In Portuguese: Fundo de Financiamento ao Estudante do Ensino Superior)

The FIES is a program of the Ministry of Education for funding the higher education of the undergraduate students. The FIES is managed and directed by the National Fund for Education Development - FNDE. 

Minimum Percentage of Funding by FIES

The minimum portion of financing from the FIES is 50% of the value of the student’s tuition fee charged by the educational institution.

Maximum Percentage of Funding by FIES

For students with a gross monthly income of up to ten minimum wage-
  1. 100% of funding, when the percentage of involvement of family monthly income per capita gross with educational expenses is equal to or greater than 60% 
  2. 75% of financing, when the percentage of involvement of family monthly income per capita gross with educational expenses is equal to or greater than 40% and less than 60% 
  3. 50% of financing, when the percentage of involvement of family monthly income per capita gross with educational expenses is equal to or greater than 20% and less than 40% 
For students with higher family income gross of 10 minimum wages and less than or equal to 15 minimum wage:
  1. 75% of financing, when the percentage of involvement of family monthly income per capita gross with educational expenses is equal to or greater than 40% 
  2. 50% of financing, when the percentage of involvement of family monthly income per capita gross with educational expenses is equal to or greater than 20% and less than 40% 
For students with higher family income gross of 15 minimum wages and less than or equal to 20 minimum wage:
  1.  50% of financing, when the percentage of involvement of family monthly income per capita gross with educational expenses is equal to or greater than 20% 

Repayments

The interest rate of the FIES is 3.4% per year for all programmes. After the successful completion of the course, you’re required to repay the amount at 3.4 % per year. 

Eligibility

  • The candidate must be enrolled in the higher education institutions that are not registered in the free program, rather whose courses are assessed in National Higher Education Assessment System (SINAES). 
  • Students should have taken ENEM exam also to apply for FIES

Registration

You can register for FIES through the SisFIES portal (https://sisfiesportal.mec.gov.br/) . You can register for it from January to June, any time for financing for the first semester, and July to December, for the financing for the 2nd half of the year.

PROUNI- University for All Programmes (In Portuguese: Programa Universidade para Todos)

The PROUNI is the program of the Ministry of Education, established by Law No. 11.096, of January 13, 2005. With this program, economically deprived pupils get the full 100% as well as partial scholarships of 25% and 50% in private higher institutions in Undergraduate and sequential specific training programmes. Besides, students are not required to pay the amount to the government after finishing their course of study.  

Eligibility

Brazilian students who do not hold a college degree and who fulfill at least one of the conditions cited below are eligible for PROUNI-
  • Having finished a high school degree in public school;
  • Having finished a high school level in private school, along with the full scholarship offered by the school itself;
  • Have finished high school, partly in public school and partially in private school, along with full scholarships from private school itself;
  • Is a person with impairment
  • Is a teacher of the public school
To avail the full scholarship, candidate must possess a gross monthly income up to a minimum wage and a half per person. For partial scholarships of 50%, the gross monthly household income should be up to 3 minimum wages per person.

Types of Scholarships

Full Scholarship: The full scholarship is for pupils who possess a gross monthly family income per person, equal to a minimum wage and a half

50% Partial Scholarship:  The partial scholarship is for pupils who possess a gross monthly household income per person, up to three minimum wages.

Calculation of the Gross Monthly Household Income per Person

Income is computed by summing up the monthly gross income of the members of a family and dividing by the number of people who contribute to this category. 

Full Scholarship- If the outcome is up to a minimum wage and a half, the pupil may go for a full scholarship. 

50% Partial Scholarship- If the result is more than one and a half minimum wage and below or equal to 3 times the minimum wage, the pupil may apply for a partial scholarship of 50%.

Selection Ways and Means

The selection for PROUNI is done at 2 levels- 
  • Process of occupation of the remaining bags
  • Regular process 

Process of Occupation of the Remaining Bags 

Following candidates are apply-
  • Candidates who have made application, in all its alternatives in courses
  • Candidate is a professor of public school
  • The Candidate has taken part in the edition of ENEM, and has got an average test score below 450 points and score above zero on the writing

Regular Process 

A candidate who has been a part in the edition of the national Secondary Education Examination, or ENEM of the immediately preceding year and who has received a minimum 450 points in the average test scores of the examination and score beyond zero on writing part are enrolled. Registration for PROUNI is free.

Coordination for the Improvement of Higher Education (CAPES)

'CAPES' is a Foundation within the Ministry of Education in Brazil, set up in 1951, which works towards the improvement of the quality in higher education through grant and scholarships programs. CAPES mainly focus on the training of Doctoral candidates, Pre-doctoral short-term researchers, and Post-doctoral candidates.
 
Following are the programs that CAPES supports-

Doctoral Program Inter-institutional New Frontiers- DINTER NF

'CAPES' provides means for financing and scholarship. This program aims to provide training at the doctoral level in the country, teachers of Higher Education Institutions, federal or state, belonging to the North, Northeast and Midwest areas.

Program of Social Demand (DS) and Support Program Graduate (PROAP)

This program grants scholarships for postgraduate courses “stricto sensu”, i.e. master and doctoral course of study.

MINTER and DINTER - CAPES / SETEC

CAPES, in collaboration with the Department of Vocational and Technological Education (SETEC) of the Ministry of Education, provides a means for financial support and scholarships for holding up the execution of the postgraduate programme, strictly for federal network of vocational and technological education

Institutional Program for Teaching Qualification for Federal Network of Technological Education (PIQDTEC)

CAPES provide funds and scholarships to support training in graduate level only for the teachers and administrative staff in education from the Federal Network Professional Education, Science and Technology (RFEPT).

National Program for Post Doctoral (PNPD / CAPES)

The National Program for Post Doctoral (PNPD / CAPES) is a program of institutional grant that finances postdoctoral level 'stricto sensu' programmes put forward by CAPES academics.

Support Program Graduate Institutions of Private Education (PROSUP)

'CAPES' provides funds and scholarships to supports 'stricto sensu' postgraduate programmes, i.e. Masters and PhD, of private higher education institutions.
